UX Writing: Alerting a user of a fire outbreak.

There is a fire outbreak and roads are shutting down. How do you let your user know this in less than 100 characters?
The idea is that the user has a certain news app, where they get to follow what is happening around them. Now, most users have the time of the day they check their apps daily. So what if the time the fire happens is when the user isn't checking said app, how do you pass the message across to them? 

This is where push-up notifications come in handy. How do you let the user know what is happening, and at the same time let them know that a road/roads are closed without exceeding the character limit? Here, I went with the shut down of the road first, the fire outbreak, and where it is happening. This prevents the user from using said road and also know what is happening because even with a push-up notification, not many users will want to check out the whole story.
